As Director of Government Relations for The Eaves Law Firm, Richard played a pivotal role in a landmark health lawsuit against the U.S. Navy on behalf of the residents of Vieques, Puerto Rico. His leadership in engaging Congress, the Navy, and the Bush Administration resulted in over 20 legislative resolutions and brought significant national attention to the case.
